We have a rare opportunity for a dynamic and dedicated individual to join our customer focused and committed repairs & maintenance team, to support the organisation in ensuring responsive repairs work is carried out accurately and on time, monitoring works in progress, confirming adherence to statutory regulations and specifications and maximising resources for improvement programmes.

You should hold an HND/HNC (or equivalent), or soon be graduating with a construction or building related degree. You should also have some knowledge of the law relating to social housing responsive repairs, including health and safety and landlord/tenant responsibilities and of construction industry modern methods and techniques.

With a customer-focused, flexible and cooperative working style and excellent communication skills, you will be able to think tactically and problem-solve, have great attention to detail and work effectively under pressure.

Job Description

Main Purpose
  • To provide a customer focussed, high quality, repairs service, positively engaging, liaising with tenants, leaseholders and other stakeholders.
  • To support the organisational objective of minimising the time taken to carry out repair works, and maximising work ordered accurately without the need for pre-inspections.
  • To support the organisational objective of controlling responsive repair expenditure to maximise resources for improvement programmes whilst ensuring customers’ needs are fairly met and providing a quality response repair service.
  • To maintain scrutiny on works in progress ensuring that work conforms to statutory regulations and specifications, while also maintaining high levels of customer satisfaction.
Main Responsibilities
  1. Carry out routine building survey work, by undertaking pre and post inspections of response repair maintenance.
  2. Raise repair work orders, including scheduling orders resulting from such pre and post inspections.  This will include liaising with contractors as required, including arranging joint inspections with contractors where necessary.
  3. Investigate and resolve insurance claims, boundary disputes, tenants’ improvement, tenants’ disrepair claims, major damp and similar items of work, in conjunction with other PHP staff, as required.
  4. Prepare specification, schedules of work and cost/estimates where required ensuring that all work orders / contracts comply with appropriate legislation, codes of practice, British/European standards, Poole Standard, the Council’s standing Orders and financial regulations.
  5. Provide technical support, guidance and advice to the Customer Service Officers, and Housing Management staff as required or deemed necessary.
  6. Ensure complex defects and repairs are inspected promptly and ordered subject to budget availability and repair policy.
  7. Investigate difficulties encountered by the Response Repairs Contractor either with tenants or associated with work undertaken by others.  Including liaising with the Contractors on behalf of tenants, and ensuring effective communication.
  8. Undertake inspections of work in progress to ensure quality assurance and Contract audits.  Carry out an appropriate percentage of monthly post inspections commensurate to number of work orders raised.
  9. Ensure the quality of the responsive repairs contractors completed work is checked and assessed, using a reasonable sampling method following pre-inspection, procedure and specification.          
  10. Provide support for all PHP staff dealing with boundary disputes, tenant improvement requests and other technical issues likely to result in claim or complaint.
  11. Investigate complaints with assistance from the line manager, and provide timely responses.
  12. Check and sign off relevant contractor, and where appropriate, sub-contractor invoices.
  13. Prepare specifications, acquire quotes for planned works, monitor and post inspect the works.
  14. Carry out handover of minor works projects, including where required, insurance reinstatement works.
  15. Check and sign off invoices for minor works projects.
  16. Provide technical support to the Housing Management team, in respect of Mutual Exchanges.

Person Specification

Work or placement experience in a related role and/or an office based role an advantage

Qualifications and Training
• HND/HNC in a building or construction related subject, or equivalent
